Important update for transport companies: mandatory ENS declaration for exports to the UK from 31 January 2025

As of 31 January 2025, the ENS declaration (Entry Summary Declaration) will become mandatory for all goods entering the United Kingdom (UK) from the European Union (EU). This is the next step in the implementation of the Border Operating Target Model (BTOM) by the British government. After several postponements, the deadline has now been set, and transport companies must prepare for this new obligation.

What does the ENS declaration entail?

The ENS declaration is a Safety and Security Declaration that must be submitted prior to arrival at a British port. The following time limits apply to goods transported via Dutch ports – such as RoRo and shortsea traffic: • -RoRo transport: The ferry company (for unaccompanied transport) or the carrier (for accompanied transport) is responsible for submitting the ENS declaration. • -Shortsea transport: The shipping company or freight broker is responsible. • -Alternative: The carrier can also choose to take full responsibility for the ENS declaration themselves. The British government imposes strict requirements on the timely and correct submission of the ENS declaration to prevent delays and fines.
